		<description>To karlo: I&#039;m honestly not sure, but I think the Law was enacted as part of an attempt to completely eliminate the &quot;threat&quot; of Marxist ideology and to prevent any revival of Philippine Communism.  In any case, I think they had more reason to impose it then than now, considering the &quot;hot&quot; direction the Cold War was taking in the late &#039;50&#039;s (as witness Hungary and Nasser&#039;s powerplay), notwithstanding Krushchev&#039;s attempt at detente.  

Now, the Administration has only a ghost of a reason for re-imposing the Law; and as you pointed out regarding the 1957 statute, it would also be bound to fail.  I only hope GMA won&#039;t try to impose it when our eyes are turned.</description>

Did the government back then think of it then as a preventive measure?

The passing of the law did not at all prevent the founding of a new Communist Party of the Philippines in 1968 and its succeeding meteoric growth as the only real opposition under the Marcos dictatorship.</description>
